19 of the Russian's 21 victories have been achieved on hard courts
A comeback Medvedev claimed his initial trophy for over two years with success over opponent Moutet in the Almaty Open title decider.
The athlete, a former top-ranked player, has experienced a difficult year, managing just one match at the major tournaments and undergoing a setback at the US Open.
The player's inconsistency on the tennis tour - and difficulties with his service game in especial - caused him dropping out of the elite rankings and eventually splitting with long-term trainer his previous coach.
Now working with his coach and Goetzke, he has gradually advanced in the past month - peaking in a tightly fought 7-5 4-6 6-3 triumph over opponent Moutet.
This marks the player's initial championship after the Rome competition and first on a hardcourt after that period of that year.
The win also means the Russian has achieved 21 victories at twenty-one various competitions.
"For the first time I'm at a tournament with my two daughters together, so to win a title is especially meaningful," commented world number 14 Medvedev.
"This championship is in honour of my second daughter Victoria, because the initial championship I got when my child my daughter was born was for her."
The tennis star, the 2021 US Open champion, had failed in his previous six finals, including in Halle in the past months.
Medvedev's retrieving strategy and frequent outbursts on court had caused observers to doubt if his capacity to perform at the top level was over.
But the 29-year-old has altered his approach in recent weeks, attempting to advance forward and play aggressively, backed up by an better serve.
Medvedev recovered from a disadvantage in the initial set against the challenging opponent, taking 4 of the concluding five points to gain the advantage.
Both players swapped break points in the following set before the challenger, bidding for his initial professional championship, seized the initiative to force a third set.
Moutet defended 4 early opportunities in a competitive final set before the champion won the break to fifteen to close out the victory.
Suitably, the winner earned the title with a point at the net, with Moutet failing to handle a volley after a lengthy match.
